It seems to be the default that they put everyone (or at least most of us) on. You can change it if you'd like to. I changed one of my Ids to the free selling just as an experiment to see what happens. Only have a few things listed on it.

I have same issue but you can’t downgrade to free selling, eBay system is forcing this, only allowing upgrades with monthly payment subscriptions, even though their email says that you can cancel it if you want to.
The biggest issue is they are removing use of APIs under free and Pro accounts, forcing sellers to buy move to Pro Basic for $27.45 a month. After 25 years Im ready to leave, they couldn’t care less about their loyal sellers and only care about attracting new business.

Suggest you go back and read the conditions again. If you have a store subscription or sell more than $25,000 a year you don't get free selling. If you are under $25,000 with a store subscription then you have to cancel the store subscription to get free selling.

Read the conditions, I don’t have or want a store, am selling under $25,000 and eBay does not allow me to change to free selling unless you remove APIs. You can only continue to use an API if you upgrade to their $27,45 a month subscription and then also have to wear their high final value selling fees. They are forcing small sellers to move onto higher subscriptions because they have no inventory storage past 90days or free listing tool, like the old Turbo Lister. It’s major expensive changes for small sellers that were never flagged, they only care about high volume sellers who can afford high fees and brining in small sellers that don’t require APIs. I’m done with their rubbish changes.
