I have sold a bike and the buyer was completely unresponsive so I esculate to a claim...which takes more than 21 days...since then I have relisted the bike and sold it again .......but ebay still has the dispute open from the sale 3 weeks ago ...lol welcome to ebay...
The fees are so high on ebay as well as paypals cut ....no wonder people are leaving the joint in droves ......its cheaper to run my own website ...... buyers are out of control on ebay and the strike system is a joke no one really cares if they get a strike.....now they stop people sending emails hahahaha just put your phone number in instead or include your email on an attachment .....gumtree has smashed ebay.....ebays gestapo attitude is costing them huge business ......sellers are tired of being treated like the bad guy, ITS THE SELLERS THAT KEEP EBAY GOING NOT THE BUYERS .....I would never recomend anyone to ebay ...what a shame.....

You have to close the case if the buyer doesn't pay because -
1. That's the way eBay have set it up, probably because
2. Unless the buyer pays with Paypal (not likely for something like a bike) eBay have no idea whether or not they have paid.
That is where 3 or 4 clicks of your mouse let's them know. It's up to you, really. Close the case and get your sale fees back, or don't and gift them some money.

Maybe you would not be so dissatisfied with ebay if you actually knew how the system works and use it properly.
If you have opened a non paying bidder dispute you need to close it after 4 days to get your FVF refund and issue the buyer with a strike. Only then should you relist the item. Why is it still open after 3 weeks....no-one else will close it for you.
I don't suppose ebay is too worried if people transfer to Gumtree...they own that too.

How could ebay possibly know if the buyer had paid or not? items are only marked as paid automatically, and the dspute closed, if the buyer uses Paypal. i doubt if ebay are any more adept at reading crystal balls than the rest of us so must rely on a seller to actually let them know the payment is still outstanding and the dispute is to be closed issuing a strike and the refund of fees.

OH missing the point.... if a dispute is made/lodged why cant it be automatically addressed by ebay within a set time period, even if its done outside of paypal such as cash on pickup ...if a seller has made a dispute should be closed by ebay after set time ....why should I have to....love how everyone knows everthing on here,,,,, and nobody wants to make the system better they just want back ebay up whether they are right or wrong

You need to be the one that closes the case because you need to indicate to eBay what has happened. Because of the fact that what happened determines whether or not you get you FVF credited back, and eBay can't decide (without knowing how the transaction was finalised) whether or not that is due back.
If you indicate that the buyer paid via some non-electronic means, eBay then know you shouldn't get a FVF credit back. If you indicate the buyer never paid, that's how they know you are due a FVF credit.
Of course, disputes are automatically closed if the buyer pays via an integrated, electronic method, because eBay can tell it was paid for and don't need you to indicate that.
If you would like that process to be fully automated (wherein the case is both opened and closed automatically), you need to only offer electronic payment methods and opt into the unpaid item assistant.
