is there any way of actually contacting ebay to interact with a human as there help page is absolutely no help. i know they have phones my friend has a ebay store and gets contacted by marking all the time to upsell him on there products .

Not sure what you mean by they have phones, the call center closed years ago due to Covid
You can use eBay Help at the top of every page and type speak to an agent in the chat bot
No idea how your friend gets calls from eBay to 'upsell him their products' when eBay does not sell a single thing
OR
You can ask us humans (other members) here if you need a factual response, rather than the agent parrot something from a pre-written script who will tell you what you want to hear

As said, if you use Live Help, and type speak to an agent in the chat bot you will be connected with a human
No, you cannot share personal information, and no, other members do not have everyone else's account information (no such thing was said nor suggested)

If your friend has an eBay store, possibly eBay marketing contact them to 'sell' a service
Back to your billing information, what is the basic issue?

Managed Payments?
funds being on hold?
do you need to update something in your account and cannot find where to do so?
But it sounds like you need to do as suggested and type 'speak to an agent' in the chat bot during business hours

Why are you paying for a store, when you have no listings, no sales.

You can talk to a real human through the help page, but you'll have to work through it.
It will try to solve things at first through the Bot. The chat will start off automated but will eventually ask if that solves your query and if it doesn't, you'll get the option to speak to an agent.
It is true that ebay does contact some sellers on a semi regular basis. I have a friend who gets calls from them sometimes, but it is usually to push ebay services and promotions the seller may be interested in. I doubt they contact casual sellers, my friend is a steady seller with a store and has been on ebay for years.
It looks as if you are very new to ebay.
Before you sell a thing, read through the help pages for selling and make sure you're actually signed up properly for managed payments.
And I doubt you need a store at this stage, you don't have to have one in order to sell things. Ebay will promote the idea because of course you pay extra fees to have a store & that's how they make their money but in reality, you don't need one unless you're steadily selling a fair volume of stuff.
At the moment, with no listings, an ebay shop is going to be costing you money instead of earning you anything.
