Ebay shows I signed out but it will open up w/o having to sign in the next time we use it.

I can sign out and it shows we signed out but in clicking on the eBay logo it opens right open again.

Try going to your account settings and under "personal information and privacy" check to see if you have the below options in "sign in and security" checked.

I have the second one unticked by I am signed in automatically anyway after signed out of eBay and signing in again....

Same here, nothing is ticked, haves cleared all the stuff but always signed back in as soon as I sign out. Stupidly, yesterday and again today, When I first go to an eBay or forum page it comes up with help us protect your account by confirming your email and phone number. Rather pointless when you can’t log out

I have just tried to sign out to see if I have the same problem, but everything was normal. I was signed out successfully and could also sign in again successfully. I even took a screenshot but it looks like we cannot add images to answer-a-question threads. I am using Microsoft Edge right now.

OMG, I was looking at my other post and don't even know where those typos come from, lol. I didn't notice anything when I posted (maybe I should not post before 6 am...)
