For some reason I cannot pay for the item with Paypal or even a debit card. Whenever I try to, it tells me:
Unfortunately, we can't process your payment. Here are your options:
Check out with another PayPal method, like the one we're showing now.
Select a different payment option.

Are you sure the seller accepts paypal?
Is the seller in Australia or overseas?

They accept Paypal and are in the U.S.

Be careful using a different payment option as scammers use that as a tactic to scam people.
Make certain you are on an eBay buying page with the lock in the/before the URL.
Are you trying to pay by eCheque (eg: the money comes out of you bank account as you don't have that
much in your PP account).
Are all your debit card details correct,(most common one is where the card is out of date and you have to
put the correct date in and or other details you may have changed).
If all clear then you could get the seller to send you an invoice and you could pay via that maybe.
If it's a Buy It Now item then it can't be paid by eCheque(hence why the refusal).
Another option is in the US buyers can be verified and that could cause the block.

I am on an eBay buying page.
I am trying to pay by Paypal with funds which are available in my bank account.
My debit/credit card details are all up to date and correct.
I made a purchase from a different seller a few hours beforehand, and that went through.

If the item is an Immediate Payment Required item you cannot use funds in a bank account.....it has to be either a credit card or a debit card account....or paypal funds.
You can use paypal funds and add funds from a debit or credit card if you want to.

That sounds like an eCheque,(do the funds normally clear straight away or take a few days to clear)?

Try contacting the seller and get them to send an invoice.
Maybe the seller doesn't ship overseas or some don't ship to a post office box?
The only work around seems to be to pay with a different account or the invoice,
