You have been SCAMMED if you believe this.
Ebay does not handle any money and they will not transfer any funds to your bank account.

As you have made your post in a thread with the subject heading "No vehicle", am I correct in saying that your transaction is to do with a vehicle?
eBay do not handle payments for vehicles.
Financial department managers do not email eBay members talking about refunds and so on.
I venture to suggest that there is no Karen Brading.
This has all the hallmarks of a scam. Have you paid someone by bank transfer? For a car that was listed on eBay and which you haven't seen in person? And then changed your mind or been told there's a problem? SCAM.
Unfortunately, bank transfers are not a protected form of payment on eBay. eBay's Money Back Guarantee doesn't apply to bank transfers or cash or wire transfers.
Also unfortunately, vehicles and heavy machinery are not covered under eBay's MBG.
Vehicles are listed on eBay under its Motors policy. It's different to most other forms of listing on eBay. You can certainly bid on a vehicle, and then be contacted by the seller to arrange the details... but buying a vehicle on eBay is fraught with difficulties. You don't have any eBay protection at all.
You should try to contact your bank; I don't really hold out any hope that you can recoup your money if you paid by bank transfer on the 3rd of this month, but it would be self-defeating not to at least try. You should report this to the police; give them all of the "seller's" contact details, and include the BSB and account number into which you paid. (All of this is presupposing that this is indeed what happened - that you paid by bank transfer for a vehicle and haven't received either a refund or the vehicle.)

To be blunt, telling eBay about what's happened isn't going to get you much satisfaction, but you should at least report what's happened.
You should definitely contact the police. You can do this by going to your local police station armed with all of the information.
You should also very definitely report this to what used to be called Australian Cybercrime Online Reporting Network (ACORN), but is now ReportCyber (under ACSC, Australian Cyber Security Centre). It's part of the Australian Signals Directorate, which is led by the Director-General who is responsible to the Minister of Defence. All cybercrime, whether it's small or large, personal or corporate, should be reported to ACSC.

Nope, not if it was a bank transfer, a chargeback would only apply if it was paid by credit card, and it's very unlikely that the seller would have had Merchant Banking Facilities (EFTPOS)...................
