A purchase I made and paid for was not even sent out of the sellers store. When I realised that the items had not arrived I wrote to the seller asking for my money back. The seller did not reply. I wrote again giving more detail. Seller still did not reply. There was not a "ask ebay to step in" for me to take it further so I waited only to find that ebay closed the request.
How can I get this case opened again?

It's very unlikely that they'll reopen a closed case, but you could try clicking on "ebay help" at the top of the page then click on "Buying" then go to "get help with an item that hasn't arrived" then scroll down the page to the "contact us" icon.
As soon as you are able ask to speak to a supervisor and ask them.
If that fails and you paid by Paypal you could go to their "resolution centre" and claim through there.

Did you actually open a case for "Item Not Received"?
It just sounds like you messaged with them - your post is not really clear.

I agree with Jelly that your post is not really clear. I thought exactly the same while reading it.
If you opened a real request, there should have been a link to ask eBay to step in after 3-4 business days if the seller didn't respond to the request (not immediately though). The 21 days of inactivity is actually the correct time after which a request is closed though.
I would look into what Padi suggested at this stage.

Yes I opened the case.
I wrote twice to the seller with the case open.
What wasn't available on the page was the link to ask Ebay to step in.

It is not available immediately because they first give the seller the chance to reply. If the seller didn't reply, there should have been a link after 3-4 days (I am not sure if it is 3 or 4).
