I've had the same issue on both chrome and Microsoft Edge. Only solution that worked for me was to clear the browsing history

I suggested that a few days back but the person asking poo-poo'ed it

I sometimes need to do that twice, and have more luck only needing to do it once if I do that without attempting to sign out first

Yes that works for me too, but then every time I try to log in, I get a message saying I am trying to log in from a different device and I have to verify my account by letting them send me a code via email, which I then have to enter to get back into my account. This is more of a nuisance, than not being able to log out. I wouldn't be surprised if this is a new and deliberate feature of eBay.
