Does the seller actuall ship overseas?

Does the seller ship to your area?

How do you know the reason for your offer being blocked?

Not sure how this is a technical issue, but even if it was/is, eBay tech staff do NOT read here, despite the blurb pretending they do

I am guessing the seller doesn't post to your location.

Find another seller. Simples.

Old thread, I had the same issue on the mobile app as OP. Submitting via the desktop website seems to bypass this issue.

Maybe sellers do not want their blocks 'bypassed'

Most have them in place for a very good reason

Yes. My desktop (Safari browser applet) triggers the same error but then prompted me for a further confirmation. The offer then completed submission.
