The eBay staff you spoke to can't 'fix it' they just said that because that is what the script on the screen told them to say. It is a requirement for Managed Payments and not something eBay CS staff can change

If you have a proof of age card, I have read that works for people in some states

Your length of time on Ebay is not relevant.

Ebay has dropped Paypal and has partnered with Adyen. These days, all the big platforms are required to be more diligent  and therefore institute a system called KYC - Know Your Customer. This includes 100 point ID, such as DL or passport. This is no different to the others such as Amazon or Etsy etc.

Why would CS say that they can "fix" it for you? They cannot get around the new criteria - it is being rolled out worldwide, so their information is just plain misleading.

You will need to make a decision on whether or not to continue selling here if you don't get a passport at a minimum. After the 3rd of January, you won't be able to list at all.

As for the item you sold on 4th December, you have it as Pick Up, so why not just get the buyer to pay you when they collect? Most sellers would want cash on collection anyway.

FB Marketplace and Gumtree will be your other options if you choose not to continue.

I do not intend to sell anything else on ebay and I would have asked for cash on pick up I just thought it was easier for him to pay by paypal and just pick the item up how wrong was I  I'm going to ACCC to see if anything can be done I understand that many people are having the same problem

ACCC will do nothing. It's been done to death and everything is above board and legal. So many threaten with the ACCC and never follow through with the threat. Even if you decide to, you're wasting your time.

If pickup is done properly, the buyer will actually get a pickup QR code generated by Ebay upon payment which you scan from your phone when they come to get the item. This way Ebay knows that the transaction has been successfully completed and the buyer has his item and you have your money.

If you do not do it this way, there is nothing stopping a buyer from taking your item and then opening a case for "Not Received". Since you will have no proof of sending and tracking, the buyer will get their money back.

That's why cash would be better since you have no idea of the current best practice for pick up items.

I have been doing pick up items for over 20 years and have never had anyone make a cash back, and many of these items have been paid by cash and by paypal, can I give you a bit of advice perhaps you shouldn't be quite so rude when you answer

Why rude? The fact is that you have not stayed up to date on the current policies and announcements. Now you're in a predicament and stuck with no access to your money. It was announced all over Ebay, as well as on everybody's account since about the beginning of last year. A number of emails were also sent out to remind everybody about the change and encouraged people to sign up in order to avoid delays in payments.

It doesn't matter if you've done things a certain way for 20 years, Adyen is the NEW system and requires the relevant information and verification before they will release your funds.

Good luck with the ACCC. This is Ebay's playground and they get to decide the rules. They are not doing anything illegal by using a different payment provider who is  required to comply with government legislation on user identity. You are not forced to sell here, but the minute you list something, it is implied that you agree to the terms and conditions, which include ID verification.

My advice - go elsewhere - eBay has become such a can of worms - it's no longer viable.

Just take a look at - threads here - too many problems - too little access to eBay support - this place has become - excused Chinese sellers - Kmart - Good Guys - and - Hardly Normal.

Much easier to actually to get in the car.

Assuming you have a proof old enough card, I have perused that works for individuals in certain states
