Buyer decided he doesn’t want to buy

Hi All, Buyer bid all the way to a winning bid then refuse to pay and say sorry he didn’t want the item. Should I ask for eBay to get him to pay for fees incurred by the sale? (E.g $3.49 promotion charge)
