I have noticed recently an apparent increase in the number of 'Zero Rated' bidders that are pushing up the price of an auction item, usually mobile phones.... towards the end of the auction. How can I find out if the seller of the item is phantom bid...

I have a buyer with a Zero feedback who want to pay "next week" using Western Union". I hear so many bad things about that money transfer system, should I refuse to accept his payment and insist on him getting Paypal account?
