Can Neutral Feedback Be given before 7 days??

The buyer requested a refund which is in process waiting for them to ship back. Then 2 days after requesting a refund they neutral feedback My question is this why can a buyer give neutral feedback on a item 2 days after receiving it. When title & description clearly stated it was a game only. Which they owned up on feedback for thinking it was a game console. Yet said they though $40.00 was too much for the game, because they thought they where buying the game console? Tried to have eBay remove it, but they said it was not against policies. So what exactly are the policies on someone stating that your pricing it to high ( which I know is their opinion, yet this opinion will effect my store) . when they don't have a clue the fee's the seller pays & the free returns where I as the seller pays for the return shipping, because I stand by my listing to be very detailed on everything. Please can one of my fellow sellers explain this to me. Thank you

You are on the Australian forums, you might get more help on the US boards.

I would try again to have the FB removed, make it very clear that the buyers FB shows they bought in error and their opinion on price should be irrelevant, who knows you may get a sympathetic CS rep.
