SCAMMER! sent an EMPTY package.

I sold an expensive handbag, and the buyer was not happy - so I approved the retrun process and offered a complete refund when I got the handbag back. The customer purchased a 500g tracked Australia Post satchel which arrived EMPTY!!! The buyer got a full refund from PAYPAL. What Can I do?! For a start the handbag weighed 700gms and would not fit in the dimentions of a 500gm stachel.

Sounds like someone knowing how to work/scam the system.

Not on a satchel. Sending in a 500g satchel wouldn't prove anything either because lots of overweight ones get through.

That change would have to have been made in the last year because I got some VERY overweight 5kg satchels last year.

None of the satchels I received last year had a weight recorded on them.

Earlier this year, so my PO told me.

 

I once bought books 1-11, 3 of which were TPBs, of 'The Wheel of Time' and they were sent in a 3kg satchel. The TPBs go well over 500g each, and the MMPBs go close to 500g each. And, yes, it was a squeeze (apparently a bit of judicious heat will stretch the plastic without tearing it).
