Re scenario 3, it could be that it's a new seller, whose payments are being withheld for 21 days. The money is there, but PayPal won't release it until there is proof you have the item, or 21 days have passed. Sellers are still required to post the item within their handling time.
Other scenario could be that somehow your payment has spawned an eCheque. They can take up to a week to clear. You can see if it's done that by looking at the item in your purchase history. Instead of having a blue $ sign saying it's paid, there will be an hourglass.

I counted 9 items on one feedback page you weren't happy with, 9 out of 25 is 36%. And they're only the ones that are obvious. You might be best going to a bricks and mortar store, wherever you are in the world.
Is your shipping address Australia?

My advice would be to either vet your sellers or only buy from online sites run by Australian registered businesses.
I have only left 0 negatives in the last however many feedback I've left. That's because I don't buy from shonks and then disclaim all responsibility for my poor choices.

Your advice is understandable, but totally against the whole purpose of Ebay. Average people selling their unwanted goodies to other people is what ebay is all about and why it started.

It might have been why it started, but over 20 years down the track it's a whole different beast.
