How do i add a seller to my saved list when they are not currently selling anything but i know their ebay sellers name

A bit involved, but, if you go to advanced search (beside the search button on any bay page) you can search for the seller there.

Once you have it, you can click on their name and it will have a heart shape to save that seller.

If you know their ID, as you say, just go to another seller's page, then replace their username with the username of the seller you want to save, and from their page do what Stawka said - click on the heart next to save.
