i recently won an auction very cheaply. When i went to pay by paypal i get the following message
PayPal account is unable to accept your payment at this time.
Contact the seller to assist you with completing the order at this time
Error code: 70165 11068
I informed the seller of this problem.
I only purchase on ebay and have a 100% rating on 220 purchases
Seller replied that they would contact paypal and fix problem.
3 days later I still cannot pay. I have contacted the seller again, with no reply.
This was sellers only item.
Should i persist or just refuse the item and not pay.
I was hoping that i would recieve the item quickly, but am now a week behind.
Some advice would be helpful

I would be ringing eBay and PayPal; you are still liable to pay for the item until the contract is terminated. If you buy elsewhere in the meantime and then the seller fixes their account, you will then have to pay for it. You can't just "refuse the item and not pay"
Just because you were hoping to receive the item quickly is irrelevant.

I guess it depends how much you want the item. My guess is that they may have just thought its all too hard & vanished.
I would be wary now of paying any other way other than paypal if its offered. I dont understand how they can even list something for sale without a valid paypal account, but I am no expert on this.
I would move on and perhaps try to find a good experienced seller to buy the item from.
Others will be able to tell you how to extricate yourself from the sale.

thehobbyiest you need to take crikeys advice to release yourself from the obligations of your purchase properly then you can move on to better pastures with your buys!

Ive been having exact same issue
after days of messaging issues with ebay I managed to get into contact with the seller, he has no issues on his end and has received money from others just recently he resent invoice but still same error, I spoke to ebay they just said get him to issue manual paypal invoice
so again ive asked him for one and my seller isnt new they have over 5000 feedback ex feedback
Not sure where the glitch lies, so i have just emailed paypal now to ask what the error code means...
As far as no response from seller have u been seen your sent messages in your sent folder as mine werent going in there and he wasnt recieving any of my messages via ebay service, i tried tonnes of different links to email him, via the item... in the end i just went to his store and used contact seller and didnt link item to it. and voila he got my email and i sneaked my email address into it so he could email me directly instead.
But now it seems he is reluctant to send a manual invoice... my next step will be to ask him to cancel purchase and i try again... Or if he will let me have his paypal email addy then ill send money direct that way.

This thread is over 2 years old.....I doubt that the other posters are still having the same problems after all this time.
Emailing paypal is a bit of a waste of time...you rarely get an answer.
Everyone is aware of the current problems....just wait it out and eventually you will be able to pay for your items.
