If you are bidding and you have the highest bid, is there anyway you are able to change your maximum bid for the item?

You can go higher anytime.
It will also show as you bidding again, as the highest bid (by you) will show twice,
if there are no bids in between your own bids.
You can't go lower than the max that you have already entered

Have a read through the eBay Bidding overview and you'll get a better idea how it all works,(there are other
links on the page that explain things further):

Yes, I know I can go higher at ny time. I was just wondering and maybe hoping there was a Hidden rule somewhere that showed you how you could lower your your maximum bid. I don't think there is though.
Thanks for your answer.

Yes, you can retract a bid under certain circumstances.

Here's the link for bid retractions, but as lyndal says there are limited reasons for a retraction.
