You will need to ask the seller before you bid/buy.
There will a difference in postage for a start and a lot of sellers will not post overseas.
And forgive me for saying so, but when Africa is mentioned a lot of sellers will refuse to deal with you as it so often means scan.
You may find yourself ignored and on a lot of blocked bidders lists.

Where did racism come into it? There is nothing racist about Lyndal's comment. Parts of Africa ARE known as being a haven for scammers and a lot of sellers won't post there for that reason. Not to mention that someone will list a phone (or similar), someone will make an enquiry, offer to pay more than what it is listed for, request that it be sent to Nigeria (or another African country), but they won't pay until after they have proof of shipping. If being factual is being racist, then we are screwed.
People really need to look up the true meaning of racism.

To find out if the seller will post to the overseas address go to your account tab and add the African delivery adddress to your delivery addresses and then mark it as primary. Go to the item and attempt to bid/buy, if the seller posts to that country then your bid/BIN will go through, if it doesn't then the seller does not post there.
As you have chosen that address pior to bidding that is the only address the seller will see, don't forget to go back to your account and select your usual delivery address as prime.
