E-Bay has recently introduced a 'rate this item' five star scale in feedback. If you don't 'rate' the item, the Leave Feedback button is disabled. More often than not it's impossible to rate a product unless you have had or used it for some time. This function first appeared on items from commercial sellers, now it's all sellers. This is a dishonest way to get reviews and until E-Bay remove it or make it optional I will no longer provide feedback on items.

So you are going to punish sellers for not liking what eBay does?
It is not that recent, it has been posted about numerous times before
And eBay are unlikely to change it back (a, they hardly read here) b) they don't change things because someone stomps their foot

There is plenty of room in writing comments to make a comment about the stupidity of being asked to, eg, rate an item you've bought as a present for someone else and haven't used. Quite easy to explain the reason for the item rating and make it separate from feedback on seller.
Now I have found a further ebay suggestion that is annoying. I just left feedback and ebay then suggested:
Why?

I thought the why? was obvious they want people to sell on the platform so buyers have product to buy. plus it will help put money in your pocket to help make your next purchase. Simple really.

I think 60 days is more than enough time to ask the gift recipient about the quality of the item so that you can leave feedback.
As it is for than an item that you have received.

I've just left feedback for 2 sellers in the last 2 weeks - with no problem.
The box was there asking me to 'rate the item' and I just clicked on the X at the top right corner of the box - it went away, and I left feedback.
So idk ??

I haven't bought anything since May but can't recall having to rate the products then Maybe it is something new introduced over the last month.
I actually do feel that no customer should be forced to rate the item. Sometimes you can, other times it is just too early. Even 2 months can be too early for some items. I can think of 2 instances where I wrote bad reviews (not on ebay) about very expensive electrical items that packed it in after 4 or 5 months.
If I had been forced to review after one or two months, I probably would have given 5 stars, but as it turned out, one product (a fridge) had a serious fault that affected a lot of other people with that model, so my later review was more useful.
I also occasionally get asked to do an ambassador review for some products and those reviews have to be in within the month, which I find slightly annoying (though i can understand why, it's a marketing thing) and I often add to the review that I have only been using it for a month so can't say what it will be like long term.

People 'stomping their feet' is how things change, last time I checked anyway. If you do nothing, nothing changes.

There's no option to click and make it go away in my case, and if it isn't completed the 'leave feedback' button stays greyed out.

Same with mine - no little x to click on to get rid of it.
Either fill in the lot - or don't bother.
Feedback is for the seller - not the product.
