Oh, dear! It looks like you were scammed by one of those ***hole china sellers!
There is a way to get your money back. All credit goes to modestbods as this is his guide and it saved my ass as I almost got scammed off one of these sellers also.

Okay, here is where your problem is.
Neither eBay's Money Back Guarantee or Paypal's Buyer Protection covers vehicles, so by default it is not recognizing an item that was listed in the vehicles category. This does not however mean you're not covered.
Both eBay's MBG & Paypals BP state vehicles are not eligible, it doesn't however state that other items that are merely listing in the vehicle category are ineligible though. It's obviously an attempt by a scammer to find a loop hole, a call to eBay customer service or Paypal customer service should get it sorted for you.
I'd go through Paypal customer service if I were you. If they try and fob you off and tell you it's ineligible because it's in vehicles category, draw their attention to their own user agreement here >> https://cms.paypal.com/sg/cgi-bin/?cmd=_render-content&content_ID=ua/UserAgreement_full&locale.x=en_... PayPal Buyer Protection.
7.3 Ineligible Items. PayPal Buyer Protection only applies to PayPal payments for certain tangible, physical goods. Payments for the following are noteligible for reimbursement under PayPal Buyer Protection:
Even if your payment is not eligible for PayPal Buyer Protection, you can file a Dispute and resolve the issue directly with the Seller, however, PayPal will not find in your favor if you escalate a Dispute to a Claim when an item is not eligible for PayPal Buyer Protection.
And point out to them that nowhere does it say that an item is not eligible if it is listed in vehicles category when it is not a vehicle, boat etc...
If they still try to fob you off,, which I doubt they will, but if they do, then let them know that you'll be filing a complaint with the Financial Services Ombudsman.

OMG cant get eBay to respond to this now they sent a email saying have i heard from the seller but noway of replying to it lol
they have giving me till 3/12/2014 to let them know so i sent yet another email to them what a joke for $29.. its not the money now it's the principle of the thing
will post when i hear more if i live that long ..

Don't waste your time with emails...they have a turnaround time og 48 hours if you are lucky.
Get on the phone and talk to someone....problems are usually solved while you are talking to them.

That's great news Garry! A lot of buyers are being stung by these scammers at the moment, who deliberately list in the motors category, thinking scammed buyers won't be able to make a claim against them.
Some members here managed to get one sellers listings removed today, for exactly the same thing. Sadly, a lot of people had already bought, so hopefully they either know they can contact eBay/PayPal and fight for their money back, or come here and ask for advice.
Thankfully, your seller is now NARU, which is great news. Sadly, he will just create a new account and start all over again, but at the moment, he can't scam anyone else. I would like to think that after awhile they will get sick of doing these listings and then buyers all getting a refund, meaning they don't get any of the money.
Remember now, to ALWAYS check a sellers feedback and ALWAYS check the category before buying. I've started checking the categories myself as it's not something I would have thought to do before. I always check feedback though and won't buy from anyone with less than 99.5%.
EBay might have to change their rules about the motors category, to try and stop these scammers. I can't see it happening though.
