Ebay deleted a seller that i purchased from believing they didnt have the item...

You need to contact eBay resolution centre and claim Item not Received, not sure if you can do it as early as this, but given the seller is unregistered you may be able to.

If you are unable to open a dispute in ebay you can do it through paypal immediately if that is how you paid.
