Feedback is voluntary, so leave feedback when and if you feel like it.
I personally would not be leaving feedback until I had the item in my hand.

I wasn't aware that account's could be put on 'hold' due to a lack of pos fb, but I could be wrong. Wait for a more experienced forum member to confirm that though.
What is the sellers feedback like?

That's absolute tripe. If it was me, I would leave them feedback along the lines of "Here is the feedback you were trying solicit from me" AND it would be a neg. JMO

Under NO circumstances leave FB before you get the item and make sure it is in the condition you are happy.

Just to clarify things, eBay can and do restrict accounts if the seller receives a certain percentage of bad (i.e. negative or neutral) feedback and/or low detailed seller ratings. They are generally given a much lower listing limit, and told that in order to have the restrictions lifted that they need to improve their feedback / ratings, so there's a chance that what the seller is telling you is quite true, and my guess is they're a little desperate to have the listing limit raised again.
That being said, sending a message like that is, IMHO, out of line, whether or not what they are saying is true. Personally, I would leave FB for this transaction the same as I would for any other, which is - as above - when I have the item and can give honest, accurate FB.

and just wants to make sure you actually leave feedback once youre happy with your purchase

hi everyone! thank you so much for all the replies 🙂 have been very helpful! I just was not sure, and did feel bad, but also thought that my last purchase off ebay ended up being a refund from paypal as the item just didn't turn up 😕
the sellers status is this: Positive Feedback: 97.8% Feedback score: 71088
but when you look at their actual shop, they are only selling 4 different items. it maybe only a small thing and I didn't pay a great deal, but just wanted to check in with the ebay world out there 🙂 I sent a reply to their message stating I was unaware ebay worked like that and that I usually leave feedback after I receive my goods...they replied again stating they needed the feedback and could I please do so and that they were more than willing to help me in any way I needed to be satisfied with my purchase.
