Sorry, you've done your dough. You should never let a seller use excuses to go past the point of being able to open a case no matter what the excuse. After opening a case before 45 days you can still give them up to 20 more days to get your item to you before you need to escalate the claim. This gives plenty of time for the item to get to you or for the seller to refund.

There is certainly nothing thaat paypal can do after so long....45 days is the limit there.
If you funded the paypal payment with a credit card you may be able to initiate a chargeback but most banks have a timelimit on that too...usually 3-6 months, but some are longer.

You paid with Paypal who clearly tell you bith in their terms and conditions and on the transaction page that you have to open a dispute within 45 days. If you ignore that then there is nothing ebay or Paypal can do, ebay don't get involved with Paypal disputes anyway.
