I tried to report a fraudulent listing but "customer service" cannot be contacted. I tried to report an item and a popup told me the item did not exist and an item number isn't on the listing. The seller claims to have rainbow and black roses, they cannot physically exist, the photo's have been photoshopped. How can ebay allow such an obvious fraud.

it's not that they allow it, probably more that eBay do not check every single listing on eBay. If they did check every single listing then our selling fees would be so high to cover the cost of the employee's checking every listing.
They should be able to have algorithms that 'flag' suspect listings just as they flag keyword spamming in listing titles.
However, scammers will work around these automated checks . . . . so I guess it just gets down to the fact that some, maybe many, buyers on eBay are stupid. Buyers still buy these rainbow rose seeds so the listings show a selling history, which to stupid people, probably means credibility.

Because they make money from them,
There are currently 70 listings for the fraudulent rainbow rose seeds.
They have sold over 800 between them for a total of $2400 plus.
I have been reporting these for over a year and not one single seller has ever been sanctioned or removed.
You get stone walled by Customer Support,(they say they'll look into/act,etc but nothing ever gets done.).
Trying to report them to Trust & Safety has similar problems as Live Help will pass on the message with the
same result,(nothing done).
Reporting them via the report link is also useless.
Searching for scammers will also be harder now as scammers like using the free postage option,(so where
always easy to find that way).
If there is an increase in sellers using the free postage option they'll be harder to find.
One seller that has been listing from the beginning is now auctioning them as well,(they get up to $24 per
packet that way).
They generally sell around the 700 lots per 30 day listing,(times 12 = $25000 plus since they started).
Not a bad profit for standard rose seeds and if the buyer is able to leave feedback it will just disappear in with
their 3700 plus negatives they have received this year,(so hence the scam with rainbow rose seeds,they have
no scruples).

Shows exactly how much eBay values buyers, when it comes to high volume, fee paying (Chinese) sellers.
yes, buyer beware, but if scams are pointed out and Time After Time ZERO action is taken...makes things very clear indeed.
