Hi, I have bought a horse product, and not received it. I dont think I can contact the seller, as there is a note that the seller is no longer on ebay. (I have tried twice in Feb, no response). What is the best way to handle this, please?

Open a case for Item Not Received with PayPal.
Escalate to a claim at the earliest opportunity.
