You must provide much more info that this if you wish to get help from the forum. Cant see how this could happen through ebay as it is all set up to be checked and triple checked. Never heard of this one.

The only way it could happen is if the seller input a wrong email address in the payment info and that email address was owned by somebody who had a Paypal account. All you need do is open an item not received dispute through the Paypal transaction, escalate to a claim as soon as you can and you should get your money back within 10 days unless whoever received the money sends you what you purchased.

I am still waiting but no response and thirty dollars out of pocket.

We are still awaiting some meaningful information. We can't provide advice when we don't have at least a hint of what the problem is.
if you just wanted to vent, you should have said so upfront.

The only plausible scenario I can think of,is that seller no longer has access, for whatever reason,to an email address that they have previously registered with Paypal.
Open an item not received dispute and escalate immediately to a claim.
