There should be, do you just buy stuff that you know is fake and then get a refund?

No, there is no limit, and neither should be. Unless there would be also a limit on how many claims against them should seller have before they get sanctioned.
I buy lot of stuff on line, not just from eBay; I had a pretty good year as far SNAD or INR goes, but in this moment I have 3 items missing, or at least very overdue. It's just the luck of the draw, and I cannot see why should people who are unlucky of not getting their item or getting SNAD be punished for that.

Having so many not received items seems very suspicious to me. I have been buying for many years (on another ID) and if I chopped off a couple of fingers I could still count on one hand the number of items I have had go missing even from overseas.

Somethingโs are high risk items, and there shouldn't be a limit if ebay are happy to have people selling fakes and counterfeit items and fail to act on reports.

There is no way for a limit to be put on this sort of thing.
I wonder what would happen if I purchased heaps of software at rock bottom prices from sellers in some other part of the world, received it and then claimed it was counterfeit, smashed it and then continued using the software and get a refund. Saves on download quota a guess
Not saying you are doing this but how much bad luck can someone have. Are you looking for the dodgy stuff or are you blind.

Yes there does seem to be a failure to act. I remember a website called megaupload

Where does the OP say that all his claims have been for fakes?
I read it that he has had several claims for items not received, rather than being fakes.
