Item not received, dispute page not responding, what to do??

I haven't received an item from a seller. I suspect they never posted it because I asked them 7 days before the listing ended if I can buy it now for an agreed price. They said ok but asked for a ridiculous price AND told me only if I pay by bank deposit. So I just decided to wait and bid on it. Anyway I won it for the starting price (99c) so I'm glad I waited. I paid by paypal and now 2 weeks later and no sign of it.

Anyway I went to open a dispute through paypal and the page just isn't responding! I found the product ID through a paypal search and went 'continue' but it stays loading for hours and hours. I've tried three computers. What's the deal?? If it won't work I don't think I can open a dispute.

By the way, I told the seller about it. No response..

If you can see the transaction in Paypal and the payment shows as cleared or completed and you are unable to open an item not received dispute for some reason give paypal a call and they will probably open it for you.

If the payment is showing as unclaimed and that is why you cannot open the dispute as the money is not cleared into the seller's account.

If it is showing as unclaimed email them and tell them they have 48 hours to claim your payment and send your item or you will report them to ebay for seller non performance and leave appropriate feedback.

Nah, this is what you do, exactly the same thing happened to me. Log in directly to Paypal , click on your item and at the bottom there should be something like log onto the resolution center. then just follow the prompts.
