I purchased an item that was supposed to be posted from NSW, it was sent untracked and I never received it. I reported this to eBay and the seller has added tracking information that shows something was sent from China to a different address, not my address at all.
Ebay closed the "item not received" case I opened because of this tracking number that is delivered from and to completely different locations and will not reopen it. Are they seriously this negligent? Now I can not contact them. The freight company showed me the waybill and it is unrelated to my purchase completely. How thorough do they investigate. Now it is impossible to contact them. They also now say the item is not covered by the guarantee when the original listing stated it is?

The seller is in NSW and it said shipped from NSW the connote the supplied is from China to a company in the same state as me. That's close enough for eBay.

EBays policy also says they will check for proof of delivery they do not follow that.

You could be technically correct. You'll note though that i advised yalooa to check out actual policy to avoid any traps.
I would stand by my comment though that Yalooa should be leaving a negative. I think with the right wording, she could get the message across without going against ebay policy.
The removal of feedback though hinges on the reaction of the seller. I have seen (and you probably have too) many instances where feedback comments could be removed but have not been because no one complained.
So if yalooa says the item never arrived, maybe the feedback would be removed.
But she can definitely say the seller was very unhelpful and she is out of pocket
$XX.
If she opens an appeal, she may even be able to mention there was false tracking.
It may be worth holding back on giving any feedback at the moment till after the appeal.
And if I were her, I'd definitely be trying 2 options mentioned by eburton.
The new ebay process
eBay has added a new appeal option regarding "delivery to another address"
plus using social media to complain about the false tracking.
If ebay have added a new appeal option, there can be only one reason for that. And the reason is they know there is a problem with it. We've seen other buyers come on the boards and mention it. I think it is worth fighting ebay on this one.

The neg came and went yesterday, as did my post here, where I questioned how long it would last.
Also asked what state the item was being delivered to, as sales are restricted. Also as apparently it was shipped from overseas, it may have been seized by customs. Sales restrictions may also be why MBG no longer applied.

I prefer China they are more honest and helpful than Australian sellers. This was an Australian seller in NSW they tried to scam me. So Ebay gives the money back guarantee but does nothing for you. Only PayPal is helpful they have not let me down.

How do you know the seller is in NSW?
It does not tell you what state the seller is registered in

my store gives suburb & state (under postage).....set up in 2010, so I can't remember the details

I see on listings postage where it says the item is
I have never seen on a listing where it shows the suburb or state where a seller is registered
