Paid for item not in stock!

Paid for EVA Massage Roller Stick from <Removed> seller who has just sent me a message to say the item is out of stock. 

Please advise re action. Why do you allow such people to 'sell' on ebay?

Before making assumptions, maybe consider why inventory management is quite a large industry in and of itself.
