Paid for pickup item but seller listed wrong price.

I won an auction for 2 skateboards and paid immediately with paypal. They are to be local picked up. However, the seller sent a message stating that the price is for 1 board only. He then admitted his fault for the unclear description and offered a slightly lower price. Addition to that, he stated that one of the boards is broken and he will replace it with the same model but different colour. I declined the offer and he further lowered the price but still slightly higher than the original listed price. I declined the offer again and requested to cancel the deal and get a refund. Since then, which was around 10 days ago, he has not responded to any of my message and I haven't got a refund. What should I do?
P.S. No arrangements for pickup has been made yet.

Did the listing offer postage as well as local pick up? If there was the option of postage, open up an item not received dispute if the seller is digging their heels in. The listing clearly states that it was for 2 boards but they were willing to negotiate if you only wanted one. If there was no option for postage, I don't think you can open a dispute, but still worth trying. Go to the item in your purchase history, click the dropdown to the right and select "I didn't receive it".

Too bad for the seller as you paid for what the listing said which was for 2 boards.
Open item not received even though it was for pick up because the seller has refused to give you what you have paid for plus you haven't been given any details of where to pick them up from.
10 days is more than enough for the seller to get his/her act together.

do what crow says but at the end of the day the seller can give you your money back .

The problem is Joe, the seller is refusing contact with the buyer. If the OP is able to open a dispute, the seller can pretty much kiss his selling career goodbye for awhile. With only 14 feedback one defect should push him to below standard.

but in the future when buying second hand items that are pick up dont pay until you see the items on pick up, but as the seller has not messaged you with pick ujp details just cancel the order with ebay saying dispute with item discription.

Maybe they don't know what to do. Maybe they haven't logged in again.
Maybe they think they've scored money for nothing
You could get his details from ebay.
Call him (and frighten the pants off him) and tell him you want a refund.

fair enough but how long should the op wait he must contact ebay and explain , sometimes discriptions can be a bit both ways,
i mean 1 day i had a color paint which showed a wall with that color on it , stated 10 litres bla bla and some one asked if the piano in the background was part of the deal.

Joe, a buyer can't initiate a cancellation, only a seller can. If the OP funded the payment with a credit card via PayPal they could apply for a chargeback from their bank if the seller refuses to refund.
Plus what Stawks said, get their details from eBay, ring them and put the fear of God into them. Of course, threats are no good, but I hope you know what I mean. Something as simple as mentioning a single defect on their account could restrict their selling privileges, meaning they can't sell anything, might be enough to scare them into submission.
