It has been recommended that pickuped items be paid for on pick up. I'm guessing you can't insist on it? One item I'm interested in (111826132043) is adamant about this & won't even give the address until paypal payment is cleared. Do you have a leg to stand on requesting a refund if on pickup the item isn't "as described" ? Opinions?

That's what would worry me if a seller demanded Paypal only for a pick up item. If you can't claim how would you get your money back if the seller didn't give you their address to pick up from & just stopped communicating.
TWO avenues are available:
1 - if you funded the PayPal payment with a credit card you initiate a credit card chargeback through the card issuing authority
OR
2 - you send them a message that unless they either allow pickup OR refund in full you will report them to eBay and then you will file a report with ACORN and let the authorities deal with them (ACORN recommends you report the seller to the trading website before making a report to ACORN). And then you do follow through if they do not provide address for pickup or a full refund.
