what can the pollice do , this is a small court job ,we are getting different amounts , the seller says there is still $700 owing which wil make it $900 for the tickets which makes sence when the buyer got $145 discount which would of been original price of $1045 ,which would make ebays fee of $103 correct ,even if the buyer says she paid $650 in total she is still $250 short. who knows , as I said prob a paper work mistake somewhere,

read the post lady she says she paid $200 + $450 now i dont know which cave you came from but that does not add up to the full price of $900, and have a look at her latest posts she is not sure how much she paid , if she has not paid in full, ,how can that be a police matter , even the seller said she paid $200 if he was a bad guy ,he could of said ,she had not sent anything.
would you send a product if the buyer has not paid in full mmmmmmmmmmmmmmmmmmmmmmmmmmmmmmmm

you are correct , but if the seller says they only got 1 payment , there are lots of reasons why the 2nd payment has not gone in , a mistake with the account number, did she pay in cash or card cheque ,. also i must change my keyboard on my laptop.mmm

I'm not grasping how the seller could possibly have rec'd only $200 of 2 x $650 direct deposits. I use bank transfer a lot & this has never happened- only thing I can think of is if the OP had insufficient funds & their bank only honoured up to $200.... but the OP would know that by now. So ?? on that.
OP, sounds like you've done some good homework and are on the right track... please let us know what happens!

The part about you should have paid by Paypal became relevant as soon as you asked to divide the payment into 2. Buyer protection is only available for goods paid for in full with a single payment.
Please ignore Joe, he rarely gets it right and it most certainly should be reported through the link you were givern, of course you should wait until the bank finishes their trace just in case it is not the seller's fault and you miss keyed the account number and the payment went to somebody else.

why would the buyer send 2X $650 if it was $900 in total

Joe, Joe you ask why? Becasue that's what the OP said they did-
"I paid by bank transfer. 2 payments of $650 in total. I provided him with receipts of said transactions. Now he's saying that he only received $200."
Look forward to hearing how the bank trace goes.

well junkie i think i have been pretty right for a lot of the posts remember mr fun,
looks like a lot of you guys need a calculater. whith the info stated , one side only.
tickets sold for $1045, buyer contacts seller can you make it only $900, why would you bid $1045 if you cant pay that much.
anyway seller agrees ,maybe feels sorry for her or what, now as we all know the ebay fee must still be from a $1045 sale which is correct the seller says $103, no argument from the buyer.
then the buyer contacts seller with another story could I pay in installments [wow] the seller gives in to her but states you have already got a discount if you pay by paypal its going to cost me more money ,so they both agree with doing it with the bank.
the buyer says she sent $200 +$450 = $650 ,for some reason seller says he only got $200 [we dont know what happened to the other $450. now the seller tells the buyer you have until thursday night to pay the other $700, as he believes he only got $200
now the seller has put a day on the tickets because these tickes are not worth a cent after the concert ,so he has all the right to name a day , the deadline day ,even if she paid in total $650 she is still short $250.
at the end of the day which ever story you believe the tickets have not been paid in full , the seller has given the buyer a discount after the auction , has also allowed for the buyer to pay in instalments ,maybe the buyer would like the seller to take them and take them home after the concert. from joe who does not wear blinkers have a nice day.
