Possible voucher scam?

I have an issue for a small purchase I made using the PLUSSOFFER code from the recent weekend sales.  It's a very small purchase of $12.95 ($7 PLUSOFFER voucher with a $5.95 payment)

 

Seller has marked item as shipped.  Seller then wrote to me offering a refund because there's no stock and no idea when they will have more.  An external forum shows this occurred with lots of people for this particular item, exact same scenario - marked as posted but then refund was offered.

 

I declined the refund offer, said I'm happy to wait, only to be told item will be refunded anyway.  I wrote back saying no, I didn't request a refund, but they stated a refund will be processed anyway in 2 working days.

 

My concern is could this just be a voucher scam?  I'd imagine it would be very profitable for a seller to mark items as posted, sale has been completed, say the customer "requested" a refund, only refund the $5.95 and keep the $7 voucher payment from eBay as profit for essentially doing nothing but waste the customers time (and voucher).  Any sellers with feedback on how this works and if this could be what's occurring? 

 

If it's an honest mistake then fine but the fact is the seller is framing this as the customer's choice rather than owing up to their own mistake so everyone that accepts the refund is losing their $7 voucher.  And if that $7 is ending up in the seller's pocket then it's basically a scam.

The PLUSF5 voucher is a minimum spend of $15 so I can't see the voucher working.
