How can I get eBay to assist me in getting resolution on a seller which has failed to send me my item and is refusing to respond to any of my requests for a refund. I have attempted to use the eBay contact system, but it tells me I have to enter the item number or the seller name. When I enter either of those it tells me it cannot fine a matching record

How long ago was the purchase.
If recent, you should be able to open a case for not received in the dropdown beside the item. Which is pretty much the only way you can open a case. It's transactional.
If not recent, your only recourse might be outside of eBay - Paypal or your bank.
Significantly more information is needed for any member to be able to advise you.

The purchase was on 31 December. A case was already opened and then closed when the seller said they would re-ship. Still did not arrive and the eBay system no longer lets me open a case - it just says I should contact the seller, and the seller ignores every message I send.

Sorry, but did you read the warning that popped up when you made the fatal error in closing the dispute? You must wait until the promised item arrives before you close the case. Sad to say you have fallen into the sellers trap. You have nowhere to go with this now IMOl. You have done your money. Hope it was only a small amount at that.

Never close a case on a seller's promise.
But not all is lost if you paid with Paypal.
Go to the purchase in your paypal account, and open a case immediately.
You have 180 days to open a Paypal dispute for INR and the time is nearly up
