I remember now why i stopped using ebay ages ago I got frustrated at all the times I bought from china and they never sent it to me. Tyen they drag on the process over the 30 days sso you cannot get refunded by paypal. This time I am giving them a chance to refund me if not I will be leaving very neg feedback. Anybody else had this problem?
Just venting my anger but I suppose you get what you pay for and I knew the risks so I can't blame anybody else. Its just these shonky traders make it hard for the good chinese sellers.
Is there any truth to the fact that if they get a bad name they just move on and start over with a new account and do it again?
So so so so over it..... But I have also had great dealings with some great chinese ebayers. So I suppose they can come from anywhere not just china.

You have 45 days to put in a Paypal claim for item not received, not 30.
that also then extends your buyer protection by another 20 days.
if you find that certain sellers are routinely not sending/you don't get the item, just shop with other sellers if you want to buy here.
With zero or low feedback sellers, use your gut instinct 🙂
yes, some sellers just start up again, but looking at the listings can give one a fair idea if they are really new or not...check for similar listings to the dodgy ones if possible, too.
checking recent feedback is a good start in finding the sellers where items never turn up...to avoid them.
it is up to the buyer to remember when the time for starting claims ends on purchases, eBay also puts a note on the item in your purchases section when the time is approaching.
good luck with future buys and don't let anyone string you along, some sellers try that.

dont let them, simple!
you have 45 days from payment to open a dispute and a further 20 days to escalate to a Claim... thats 65 days, time enough for any item to arrive.
Sellers dont drag out the process, YOU, the Buyer are in full control of the timeframe.... stick to it

Wow I buy from them all the time 95% of stuff turns up but there is the other 5% that doesn't which I simply contact them after 30 days and they say so sorry please wait 5 days and if it hasn't turned up let me know and I will refund you, please don't leave negaitve feedback we want to resolve your issue.
Which happens without a hassle I get a refund they do ask me however if the item turns up will I contact them and pay for it which I do agree to. I don't leave negative feedback because I think Australia Post does lose mail sometimes.
For example I have 1 item from china turn up 6 months later which I contacted the seller and paid for because they had refunded me, and another from the UK 3 months later which I also agreed I would contact the seller and pay for if it ever turned up.
I find communication and patience, and an open mind works better for me as a buyer and as a seller.

Same here! I just wrote a long message to ebay, venting/complaining about 2 overseas sellers (1 from China) and thought I'd check this place out to see if I could start a thread and the first thing I read is what I was going to write! The Chinese seller has done nothing but f*ck me around and waste my time for 3 months! I waited a month for my item, didn't receive item, told them, said they'll re-send me some more and to wait, month later STILL nothing, then I asked for a refund, said within 48 hours, 3-4 weeks later, STILL WAITING!! And after buying my item, about 3-4 weeks later they changed the "Shipping" info to "Does not ship to Australia", then proceeded to tell me they will resend me the item! **bleep**? To make things worse/weirder, they no longer sell the item, even though it says they have 5 remaining and only sold 7! Here look http://www.ebay.com/itm/4-x-42mm-16-3528-SMD-Led-Car-Interior-Festoon-Dome-Bulb-Light-Bright-Blue-F8... This 45 day Paypal/Ebay/case rule thing is an absolute JOKE! The seller can just say "I'll send you it again, give me another 2 weeks and I promise you'll receive it" after you waited a month and messaged them about not receiving your item, and then 2 weeks later, you still haven't received your item (after 6 weeks), time's up, and you can't get your money back or do anything about it! What a STUPID system! I told ebay now that if someone kills someone and that person hasn't been caught, then that person can get away with murder after 45 days? I also told them that perhaps I'll start selling on ebay and not send anything (like those sellers do) too. And those online "crime fighting" organizations they refer you to are a bunch of good for nothing clowns too. This has totally put me off from buying stuff off ebay.. especially China. I don't care how cheap/good their parts/items are. I don't want to risk going through all these headaches again + waste months of my time.

Yeah.. so "simple" and the "sellers don't drag out the process". Oh brother. You're tripping, hard. Woopteedoo.. you "open a dispute".. You get a reply off ebay the next day saying "we have contacted them yada yada" THEN WHAT? How does that help you? It doesn't. Your item doesn't magically appear at your doorstep &/or you don't instantly get a refund. The only people with any sort of power on ebay are the sellers. Not the buyers and not ebay. If the seller doesn't want to give you a refund, then you're not getting a refund. As for the sellers don't drag out the process.. yeah right. "Hey, I haven't received my item yet" "Okay, so very sorry, can you give us 2 more week?" "Okay, I can wait 2 more weeks" "You want me send re-send" "Yes please send me the item again" 15 days later "Um, I still haven't received the item" "Maybe it come in few days? Can you wait little bit more if not I give you refund" "3 days now, still nothing. I would like a refund" 2 days later.. "Okay, expect refund in few days. Please leave positive rating for this experience" "I still haven't gotten a refund" ..... What further sucks is, I can't leave that Chinese seller negative feedback now because that option disappeared after about 2 months (WHY EBAY, WHY?!) and I can't edit/delete/change the positive feedback too I (wrongly) left the other seller, who I realised gave me a "wrong" ($387) item months later (not my fault, long story, nothing I could do).

pytrwq, you have the power to believe your seller and get ripped off, or to follow procedure and get your money back, it is up to you.
Make sure that after about 40 days and your item hasn't arrived you start a dispute and if the seller complains, message the seller to advise that you are doing this to keep your buyer protection, and you are willing to wait another week or so to see if the item arrives.
After starting a dispute you have another 20 days for the item to arrive (f you trust the seller that it is in the mail), or you can escalate the dispute anytime. If the seller can't prove they sent it you with a valid tracking number you will get your money back.
Never let a seller talk you into waiting till your protections are up, no matter what excuses they come up with. You have protections, use them.
