Why do I need to "You need to wait 7 days before you can leave neutral or negative Feedback for this seller." the product was sub standard and 7 day's is not goint to make it grew any more insulaton, trust me....

If it is not what the listing said it was, open an item not as described dispute

it is in place to stop knee-jerk feedback being left for top rated sellers.
As a top rated seller it is probably in place to encourage buyers to communicate with the seller before they leave less than positive feedback. As a top rated seller they would probably look to find a solution that buyers would accept . . . but only if the buyer hasn’t yet left a neutral or negative feedback.
Have you communicated with the seller to try to sort out the problem?

You're right, 7 days won't change the product or situation.
Nor will writing a feedback comment, so does it really matter that you have to wait a couple of extra days before leaving one?

I guess it is to give breathing space, time for buyer & seller to sort it out.
Ebay must want to give their top rated sellers that amount of courtesy, I suppose.
You're right though in that if a product or a service was sub standard, waiting isn't going to change your mind unless of course the seller comes up with a solution.
7 days isn't all that long though. If you are still unhappy after that time and the seller hasn't resolved the issue, you can leave whatever feedback level you wish to then. It's a delay only, it isn't a total block.

this should apply to all sellers. it's ebay's way of showing how little they care about non "top-sellers".

Some of my accounts aren't top-rated. As such, they are liable to instant negs. Which they don't get.
The point of TR sellers being subject to a 7 day hold on negs is that they have 'proven' themselves.
Given you are in the USA and this thread is in Australia, maybe the rules are different in your country. Maybe try posting your bleat on the US boards.
And your feedback on this account doesn't show any negs left for you, so what is your antipodean question.

And the OP of this thread never did leave that neg. I guess the 7 day cooling off period for TRS works.
I think I've had 3 negs on 3 accounts in all my years of selling. One was from a buyer that claimed INR when tracking showed delivered to her very remote area PO. It was removed on request after I won the dispute. On my main account, one was left by a screaming psycho (seriously, she was a complete nutter, and that was evident during our day in court). The other one I deserved and wore it. I missed some defects on an item.
The nutter would have left it regardless, but I wonder if the other gent would have left it had he had a cooling off period. He'd bought 5 items and I got glowing feedback with the other 4.
