Things like plant seeds will usually not make it through customs, but the sellers don't refund. Why are these goods allowed to be advertised?

I see your post as saying โbuy whatever you like and good luck if it gets through, and if it doesnโt get through customs you can get a refundโ. If anything, citizens of Tasmania should have a hardline attitude against importing seeds into Tasmania . . . . even from the mainland and not just from overseas!
After being given links to customs pages over many years and outlining the risks to Australiaโs environment and agricultural industries I am astounded that you still harbour views and attitudes that are contrary to the interests of Tasmania.

How could natural, unspoiled wilderness compete with built (and rebuilt after fires and wars) cheek by jowl cities? No contest, right? After all built environments will always trump natural beauty.
Which begs the question - why are you in Tassie, rather than London? Where you can get secondhand rat cages, full of English pathogens, without any hassles about silly things like Customs and biohazards.

England has a different sort of beauty to that of Australia.
London has a different sort of beauty to that of much of the rest of England.
Tasmania has its own unique beauty wherein its natural scenery, sweeping and wild, is glorious.

It is worse than carelessness if anyone repeatedly attempts to import potentially hazardous items into Australia (and specifically Tasmania as that's what is being discussed here). In the same way, we would need to respect the UK customs requirements when seeking to import seeds, plant products, animals, etc. if we were to live in or visit the UK.
Ignoring or dismissing these sorts of import concerns is like taking a match to the Notre Dame cathedral and burning it down... just to make a striking comparison with a recent (albeit more accidental) event. We can't be that arrogant and selfish, surely...!

Sadly, the person you are addressing, doesn't care one bit about what they import into the country, let alone Tasmania. They are extremely selfish and it's all about her and her disgusting rats. The environment and ecosystem don't matter at all. Some of the stuff she has imported is horrifying. How she never got caught is beyond me. Even after being told how she could destroy everything, she didn't care one bit.
Don't waste your breath. She doesn't care. Although, now that the GST has been implemented on all overseas imports, I suspect the illegal imports have probably slowed up significantly. That is evident by the distinct lack of "where's my item" (2 days after purchase from an overseas seller) or "have I been ripped off?" or "I think my parcel was stolen by my neighbour who swooped in like a bat and took it (only to receive said item a week later) posts.
