Can a buyer cancel a transaction then relist the same item with a higher postage price

I recently purchase an item for $85 with free postage only for the seller to send a message saying the item was damadged and they rerfunded the amount paid. However the seller then relisted the item with $100 postage rate. What a joke What can i do a...

What is with all the advertising ebay is putting on all listing. It is driving me crazy.

I have had enough of all the advertising that is appearing when Im looking for items to buy. It is driving me crazy to say the least. Can I stop them or is this just ebay.

On the listing for an item it shows a green dollar sign that says I can save 25 percent. How ?
