Why is a seller allowed to continue selling when they have over 30 or so negatives?

Postage complaints excepted due to a post office glitch BUT what about someone who is selling dodgy ink cartridges that leak for instance? Surely the seller should be barred from continuing to sell on eBay? Or a,M I being unreasonable?

Can a seller charge a different postage than what was on the original listing?

What happens if product never posted,seller may be unwilling to refund and still asks for feedback?

Seller did not send with other items, which have arrived. They admit they now have none of the item in stock. Yet they have not refunded.( I'll have to check that in a minute.) Many emails later and they ask for positive feedback. Isn't that wrong?
