Living in victoria,purchased saw from big ebay seller in NSW,buy it now option. pay pal purchased 9th jan saw arrived 12 th jan.
I assembled according to instructions.Emailed their customer support at address supplied on add, describing problem 12th jan.
Recieved return email 13th jan stating they will respond to my email through ebay messenger and all further correspondancr to be
done through ebay.Recieved instructions from seller thru Ebay frequesting a video of item and instruction on how to do it
and upload it to streamable .com.Uploaded video of me pulling a petrol chain saw which doesnt start next day.Recieved email following
day thanking me for uploading video but stating video does't work their end and must be corrupted.and to upload another one thru some other media method.I am 65 years old and all this is a bit beyond me so have been getting children to help me.
I have been away for a few days (to a place I needed to use the chain saw) and only got back today ( 7 days after recieving it)
Unfortunatly there in no one here to help me do another video of me of rediculously pulling a chainsaw that doesn't start.
What should I do next?

You have already complied with their requirement to upload a video and to be honest I doubt that it would be an enforcable condition of a refund....most people would not know how to do it....I know I wouldn't.
I am with the others.....open a dispute.

I sent a used fuel tank from a mini moke to the Philipines once through AP. They just told me to drain all of the fuel out of it and sit it in the sun with the cap off for a few days to allow any vapor to escape. Mind you that was the local AP, but the tank was clean and dry once this was done and accepted by AP, labeled as a petrol tank for AP and customs purposes and made the trip without any dramas..

I will admit ignorance with regards to limitations with transporting items that have had fuel. I only posted to raise the possibility of the OP having problems because of the fuel issue.
I guess it will be up to the OP to work their way through this. Maybe someone else will come along with further advice.

I guess the seller has every right to ask the buyer to provide evidence the saw has issues and from their point of view why should they spend money taking your return back and checking it if (and not saying this is the issue here) it's operator error which a lot of issues can be. eBay/PayPal may ask you to do the same to ascertain what you say is correct. I wouldn't expect a seller to refund for a higher priced item based only on my say so and neither would eBay I'd wager. And if the saw is returned to the seller and they prime it up and it starts (once again speaking generally and not specifically your case) then you may be denied a refund and be up for another 2x postage to get it back (or refunded in line with change of mind where none of the postage costs are covered).
Maybe you need to ask a friend/neighbour/relative who is tech savvy to help. Upload to YouTube and send the seller the link is the best way. If I was the seller I'd be asking for similar evidence or, at the very least, for you to return it at your cost (initially) for me to inspect if you were unable to provide a video.
