I don't know if something has changed or if it depends on the case, but I had opened a case in December and they only gave the seller 6 days.
I rarely open cases, but the item had not arrived and I had first sent a message to the seller asking if we could agree on a new date. We agreed on a new date and she said "let me know if the item does not arrive by...". The item did not arrive and I emailed the seller twice, waited another week or so, maybe ten days, no response, so I opened a case... (see screenshot)

A seller has 35 days to respond when a case for return has been activated if the seller was responsible for the return postage but didn't provide one.
Ebay allow 15 days for a tracking # be visible before they close the return case.
A seller does have 3 days to actually respond to any case opened against them.
It all depends on the case and how a buyer and a seller communicate with one another.
But the worst case scenario for a buyer is the 35 day leeway and most cases are resolved within 10 days.

I have a feeling that perhaps because the value of the item is above $750 that they are giving the seller as much time as possible.
