You would need to ask eBay for their 'offical' answer

Real answer, the seller is China and people insist on continuing to buy from them

It is that simple

And as bad as that seller's feedback is, there are hundreds more sellers with far,far worse by a very long way

I always get a chuckle at people when think anything they've got to say is important enough to come under the heading of an ebay announcement.

Ditto for people who think that a discussion group is the place to ask a seller to change their order.
