You would need to ask eBay for their 'offical' answer
Real answer, the seller is China and people insist on continuing to buy from them
It is that simple
And as bad as that seller's feedback is, there are hundreds more sellers with far,far worse by a very long way

96% is low by eBay standards, but they certainly haven't hit any triggers.
