i got an email saying that my package has be delivered but when i looked for it there was no package

Ask the carrier for the photo of where they left the item.

Unless it is from overseas, in which case the notice is most likely due to delivery to the next link in the chain.

The seller  who last left you feedback has appalling feedback, much of it for items not received.

Fake tracking numbers and items sent (or not) to incorrect addresses

You have 30 days after the last estimated delivery date  to open an 'item not received" dispute through eBay's Money Back Guarantee.

Don't be afraid to use it if necessary and ignore eBay's suggestion of contacting the seller first.

The seller has 21 negs in the past month alone

No wonder you did not get anything

Rather than tell other members, open and follow through with an item not received dispute

We can't do anything about it

Other than to tell you if you choose to support dodgy sellers by buying from them, you will no doubt have issues
