So you wouldn't buy from a very low volume seller who had only sold 50 items in the last 12 months but had a very low feedback score because of the percentages but would buy from a high volume seller who sold thousands of items a year and had hundreds of negs but managed to keep above 99%?
Doesn't sound very sensible to me. I look at the totsl sales, the number of revised and the 'feel' oof the feedback for the former and wouldn't buy from a high volume seller with less than 99.5% without expecting there to be problems.

I have a major objection over a certain, ridiculous ebay feedback policy. Apparently, if a buyer lodges a genuine case against a seller, and the seller wins the case, the buyer isn't allowed to leave negative or neutral feedback to, that seller. In spite, of how BAD the overall transaction had gone - which, it was! ol' ebay, take it upon themselves to instantly remove, that feedback PRESUMING, that the neg feedback was solely based, on the outcome ;? And, so a negligent seller gets off scot free while the buyer, it seems, is unjustifiably reprimanded. It's bad enough, losing a case unfairly - as clearly, I had, but to deny that 'right' to leave that feedback, is unacceptable! There doesn't appear to be any principles or ethics, across the ebay system. And...as far as I can tell, there's an awful lot of narrow-mindedness. Now. Because, I was foolish enough to buy from that seller with a FB score of under '10' - I'm reluctant to go back on here to buy, simply because I have no faith in ebay - ANYMORE. Probably, THE worst circumstance I've ever experienced on here. They concern themselves over "trust and safety" ;? Huh. Maybe they should take a long hard look at themselves!

I have a problem with a seller, a few days ago I won an auction I paid for the item but was told by Pay Pay that payment was pending after a short time I cancelled the payment with Pay Pal when nothing had changed .
I then tried twice more to pay for the item the same thing happend again so twice more I cancelled the payment with Pay Pal .
After the 3rd time I checked my account with Pay Pal just to see if the payments had been cancelled which yes they had been cancelled.
I then thought ok I will wait awhile for Paypal to sort themselves out while waiting I checked my Visa Card account and found to my horror I had been billed $10.05 not once but 3 times for the cancelled payments.
I now realized that the seller had been paid 3 times I then wrote and asked the seller to refund the 2 extra payments back to me no reply from the seller I then tried a 2nd time again no reply then not long afterwards I had confirmation from the seller that the item had been posted..
All up I have tried about 4 times to get the seller to refund and each time no response from the seller.
Next step I wrote to ebay about who to contact about getting a refund eBay or Paypal so far no reply .
So now I am $20.10 out of pocket. I also learnt that when Paypal say payment is pending that means payment has gone through to the seller and NOT to pay again.
I have also learnt that just because a seller has a 100% positive rating that doesn't mean they are honest and will reply to messages to them about being overpaid .
So now my question is am I required to leave a feedback message to this seller? .
Because If I am required to leave feedback it is going to be a NEGATIVE one but if I do the seller could do the same back to me and I don't want that because I don't think it will be warranted.
On the other hand I feel if I do nothing I am condoning this seller's actions which I am most certainly not doing.
Yes I did make a mistake when making payment but I feel I only made the mistake because there was a glitch with Paypal that day.

If a payment is pending then the seller has not yet received it and they cannot refund it to you.
It seems that the seller has sent the item before receiving cleared payment. I am not sure why you were able to cancel a Pending payment....this is not the first time this has cropped up on the boards in recent days. Usually you can only cancel an Unclaimed payment.
There is no point emailing ebay/paypal....get on the phone to paypal and tell them what has happened before you blame the seller for anything and leave negative feedback.

If that is the case that you can only cancel an unclaimed payment through Paypal well I don't know either but it is on my Paypay statement list that it was cancelled 3 times.
I am just going to put the whole thing down to $20.10 worth to a lesson learned and I will know better next time.
But what I want to know is Am I Required by eBay rules to leave this member feedback ?.
I always leave positive feedback but this time I just don't want to leave feedback at all.
I always treat eBay members with the utmost respect I also pay for my purchases instantly.
If this member cannot do the right thing and reply to my messages I just don't think the member deserves feedback.

Feedback is voluntary for both the buyer and the seller so no, you don't have to leave any feedback.
Before you write your money off just ring paypal and sort it out. There is definitely something going wrong as there was another member recently who reported cancelling a Pending payment. Paypal usually sorts anything like this out very quicky and they may be able to explain to you what has gone wrong.
As for the seller not replying to you....he is probably completely confused as to why you are asking for a refund of a payment that you cancelled.

You dont have to leave feedback. Its optional.
A lot of buyers leave no feedback at all.

But you are not listening.....get this sorted out with paypal and get your money back.
When a payent is Pending it is in limbo. It has left your bank but has not yet cleared to paypal or the seller. The seller cannot refund it until it is cleared into his account. But paypal can give you a refund from their own funds before it has cleared.
None of this is worth a negative to the seller....it is not his fault at all. No doubt he is confused as to why you are asking for a refund.
