I have bought and payed for an item this friday (9th) and received mail that it is shipped by china mail. today i try to find the shipment and i get the answer China Post has not received parcel#. i try to find and contact seller but i find out that he is no longer registered user. He had feedback 203 and 99.4%. this is the user <REMOVED>. What should i do?

Open a dispute in the paypal Resolution Centre and escalate it as soon as the system allows you to.
You will receive a refund in due course.

just got this mail from the seller:

i have already sent dispute and it alowed me to escalate it right away.

The seller may well be telling the truth and his account may well be reinstated soon. His feedback is not too bad so it could have been a relatively minor infringement of the rules. But I feel it is better to get your refund immediately instead of risking missing the deadline for opening a dispute.

I am sceptical because he sent me tracking no. but the tracking service said that they didn't receive shipment with that no. I will leave my dispute active and wait for a couple of days to see what will happen and will shipment appear.

You have escalated the dispute so paypal will take over now and issue the refund in a couple of weeks.
Do not do anything more...if you close it you cannot reopen it and will not get your refund.....the refund will probably be issued long before the items will arrive from China.
IF the item arrives after the refund has been issued you can always pay the seller again.

I would add that I have also been issued dud tracking numbers from Chinese Sellers. Then they beg me not to open dispute or to close it once I have opened it. I do neither until I have either received my refund or received my item.

I have to comment that lately when I have tried to track some overdue parcels I have received the 'China Post has not received parcel' notice but have still received the parcels within the next few days anyway. I am convinced that China post is having some issues with their tracking software. I suggest that people wait a bit longer before starting disputes.

But the difference in this case is that the seller is no longer registered on ebay.
I would normally suggest waiting a few weeks too, but not when the seller is NARU. As I said, the OP can always repay if the item arrives after the refund.
