Open an Item Not As Described case immediately. Top of the page, Help & Contact, and follow the appropriate link.
You still have a few days left.
It doesn't matter if the seller says that they don't offer refunds, if the item you received is faulty eBay says that they have to refund.
If they want the item returned they'll also have to pay return postage.

You only have 30 days for the eBay MBG, so you would need to open a case with Paypal where the return postage is paid by the buyer, unless you have applied to Paypal for a limited refund of return postages.

MBG is eBay's money back guarantee, which has a 30 day limit on it.
Yes 60 days is the feedback limit and Paypal claim limit is 180 days.
To add to my previous post you should always contact the seller before initiating a claim either with ebay or Paypal, otherwise they can easily end up with a defect against their selling account which can cause severe problems to their selling ability.

Of course you should contact the seller first but I think you may find they are resistant after all this time, they may construe that the fault has been caused after delivery when you purchased so long ago. With a Paypal claim you will almost certainly have to pay the cost of return postage by fully trackable means yourself so will have to decide if it is financially worth it.
