Hi
I purchased and paid for an item via paypal
was a dress 99cents postage was $12 so all up almost a $13 dress
Item didn't arrive so I messaged the seller who didn't reply, usually I would wait as I know not everyone checks ebay everyday but time was running out so opened a paypal dispute
the seller messaged to say the item was returned due to incorrect address, my address in paypal and eBay are the same are correct have been for 3 years.
seller messages 2 days ago to say the item has been posted can give me a tracking number if needed
messages again today saying "your item has been posted stop with the paypal dispute!"
I replied by saying I would stop the dispute once the item arrives.
I believe I can only open a dispute once for an item, if I close the dispute and the item doesn't arrive I won't be able to open a new dispute, is this correct?
so would I be right to wait until the item arrives and I check the item before I close the dispute.

Yes, you are correct. Wait until you have received the item before closing the dispute.
If you close a dispute you can not reopen it.
Just so you are aware, if you receive the item and it is not as described then you can change a open dispute to an item not as described.

Yes, you are correct. You cannot reopen a dispute if you close it.
You have 20 days before you have to escalate to a claim so I would just wait till the last minute to see if the dress arrives.
If it is Not As Described when it does turn up you can change the dispute to SNAD, which you could not do if you close the original dispute.

I once had a scam buyer overseas open a 'not received' dispute against me, and when that trick didn't work, he then opened a 'not as described' dispute for the same thing....! So even though he 'hadn't received' it, it was also somehow 'not as described'. He was a scammer and lost both times.
The point is, though, he was able to open two disputes on the same item.

What he would have done is CHANGE the INR to a SNAD after receipt.

OP - whatever you receive is surelly gotta be better than described as the item was only 99c.
Can't imagine anything that arrives being worse than expected!
Even if the dress is wrong size, wrong colour, wrong everything - you still got a re - sale bargain.
I hate those 99c auctions for the fear of actually winning the item - always think I'm robbing someone - it would almost be a relief NOT to receive it!

Yes, you are right, the seller is most likely losing money on this sale. That is not the issue here; if the item is not as described, and has to be sent back, then the buyer will be out of pocket for the return postage. I do not know about you, but if I pay $13 for dress I would expect something that I can actually wear.
