24 hours after I buy some vintage cards and book set with a credit card, the seller emails me to tell me she 'cannot find' the book and offers me another item. It's too late to cancel the order of course.
I am upset. I have reported her to the eBay bot who may restrict her activity, but how can I get through to an agent or get my refund? I have to wait 30 days?
If anyone can advise how this works, I would be grateful.

No it's not, as a buyer you cannot cancel the order but the seller certainly can.

Why do you have to wait 30 days? What was the estimated delivery date?
A buyer cannot cancel at all
The seller CAN most certainly cancel at any time, did they tell you it was too late for them to cancel?
If the seller refuses to cancel and refund you in full, you just need to wait until the last estimated delivery date has passed and then open and follow through with an item not received dispute

They can cancel the sale, as no stock available, and a refund is issued immediately

I am worried for you, Karin.
That seller has seen your feedback score of 6, known you are probably new to ebay, and is telling you some whoppers.
For starters, nope, you do not have to accept another item. Not under any circumstances. If it was a better item, more expensive, and you wanted it, fine.
But that doesn't seem to be the case.
Ebay bot will do nothing, not a thing.
What you need to do is message the seller. Say that you are not prepared to accept another item.
The ball is then in her court. She can cancel and refund.
If I were you, I would not say that to her though as she may cancel with the excuse that you asked for that, and then yes, she does escape any consequences. Just say that you don't want any other item and leave it at that.
If no cancellation and refund is made within 48 hours, stop contacting her.
Wait till the last estimated date of arrival of the item and then lodge a proper ebay claim for item not received.
Do not close it under any circumstances. Follow through till you have the refund or the item.
You should see the tab in the My ebay section, next to the purchase details. The drop down tab, from memory, has an option something along the lines of 'I did not receive my item".
Everything is automated, you don't have to contact an ebay rep.
Whatever you do, do not 'wait 30 days'. As others have said, after 30 days (past the expected delivery date) you would be all out of time to open an ebay claim.
